At the moment, the skills Melee Weapon Smith and Armor Smith are, lets say, not fully activated.
If you don’t have them, you can only repair a corresponding item to 60% of its max condition. And of course, you can only repair if the condition is below that value. Those skills raise this value.
What should work atm: that you can only repair an item if its condition is below your allowed max repair condition.
What shouldn’t: that the item is only repaired to this value. Right now, items are always being repaired to full condition.
Those skills will be fully activated, when there are enough players (so there’s variety and one can ask another, specialised players, to repair stuff) and when there are other means of repairing items fully, but with additional loss.
